The Maturing the Infrastructure Pipeline Program (MIPP) is a significant infrastructure planning program that supports the development of a robust project pipeline by enabling projects to be matured from conceptually good ideas into solid proposals.
The first phase of the Program included a rapid assessment process, which acted as a preliminary filter to assist in identifying the projects that were ready to progress through the initial gateways of the Queensland Treasury Project Assurance Framework (PAF) or the Building Queensland (BQ) Frameworks.
The Department of Infrastructure, Local Government and Planning required a consultant to conduct an independent review/assessment of key water projects across Queensland. The intent was to establish the current status of these infrastructure projects that had been delayed or postponed in the years prior.
The Bellwether team worked within the Queensland Government’s Project Assessment Framework to assess and status a range of projects and opportunities across Queensland to inform the first phase of this large Program.

The Bellwether team worked successfully to deliver the assessments within an accelerated timeframe and this work has now supported the Program to progress to the next phase.
