Client Transgrid
Value
Location New South Wales
Bellwether Consulting Services recently supported Transgrid with independent estimating services for critical infrastructure renewal works in regional New South Wales. The engagement involved the development of an independent cost assessment to support project planning, delivery considerations, and investment decision-making within a live operational environment. Drawing on our experience across energy and major infrastructure projects, Bellwether provided practical, delivery-focused estimating expertise, including consideration of construction methodology, brownfield constraints, market conditions, and project delivery risks.
Client Cassowary Coast Regional Council
Value >$2M
Location Innisfail
Bellwether delivered a technically complex pipeline upgrade for Cassowary Coast Regional Council, installing HDPE, stainless steel and ductile iron pipelines across above and below-ground environments to strengthen regional water infrastructure. The works included 120 m of DN355 white-jacket HDPE pipe mounted beneath the bridge deck on custom stainless steel brackets and saddles, 75 m of below-ground DN355 HDPE pipe, and stainless steel thrust restraints with rubber bellows to manage hydraulic forces at key expansion points. Four 2.45 m-high thrust blocks were cast in situ within confined working space, and live tie-ins to the existing water main were completed at both abutments with minimal disruption to community water supply. The project required onsite redesign at Abutment A to address existing conditions that deviated from the design drawings, careful sequencing around seasonal weather, and strict safety controls for elevated works on the bridge structure. The completed pipeline provides Cassowary Coast with a more resilient and future-ready water connection, reflecting Bellwether's technical capability across multiple pipe materials and site conditions.
Client Department of Transport & Main Roads
Value <$25M
Location Gatton, Queensland
Bellwether Contractors was appointed Principal Contractor by the Department of Transport and Main Roads to deliver safety upgrades across two adjoining sections of Gatton–Helidon Road at Grantham, spanning 6.7 kilometres of critical regional corridor linking the Lockyer Valley to the Warrego Highway.
The project's objective was to widen and strengthen the pavement, upgrade drainage and improve safety for a corridor carrying more than 11,000 vehicle movements a day, including significant heavy vehicle and freight traffic.
The team worked in the unique and infamous Darling Downs Vertisol soil environment. A highly reactive clay that is excellent for growing vegetables, but far less suited to building roads, and one of the most geotechnically demanding subgrade materials encountered in civil construction anywhere in the world. These conditions were further complicated by above-average rainfall through late 2024 and early 2025, alongside strong stakeholder and community engagement throughout, with the road remaining open to live traffic at all times.
Despite these challenges, the project team worked collaboratively with the Department of Transport and Main Roads, adopting drone aerial survey and robotic linemarking technology to overcome the site's complexities. The result was Practical Completion delivered 27 days ahead of the revised programme, zero Lost Time Injuries across the 14-month delivery, and a positive outcome for the client, the local community and Bellwether Contractors.
Client City of Moreton Bay Council
Value <$8M
Location Lawnton, Moreton Bay
Bellwether Contractors was engaged by the City of Moreton Bay to deliver the upgrade of the Sparkes Road / Ellis Street / Francis Road intersection in Lawnton, a critical safety and congestion relief project for one of the region's busiest local corridors.
As population and traffic volumes grew across Moreton Bay, the existing roundabout had reached capacity, creating delays and safety risks for motorists, cyclists and pedestrians. The upgrade replaced the roundabout with a signalised intersection, improving traffic flow, accessibility and safety for all road users.
Bellwether delivered the full civil works package, including demolition and reconstruction of the existing roundabout, construction of new signalised intersection infrastructure, road widening and new turning lanes, pedestrian crossings and cycle lanes on all approaches, and upgraded lighting, drainage and landscaping. The works were staged to minimise disruption for local residents, schools and commuters, with underground service relocations carefully managed throughout.
Bellwether's delivery team applied the same disciplined project management and stakeholder engagement approach used across its major infrastructure programmes, ensuring certainty of scope, cost and time. The completed intersection now delivers safer travel, reduced delays and better access for residents and businesses, supporting the continued growth of the Lawnton and Bray Park area.
Client City of Moreton Bay Council
Value <$4M
Location Dakabin, Moreton Bay
Bellwether Contractors delivered the Alma Road, Dakabin Bend Upgrade for the City of Moreton Bay, replacing the existing bend near 140 Alma Road with a new three-leg roundabout, with the works now nearing completion.
The upgrade was designed to improve traffic efficiency and sightlines, enhance safety for pedestrians, cyclists and motorists, and better accommodate current and forecast traffic volumes as one of the fastest-growing regions in the nation continues to grow.
Delivering infrastructure in dense urban environments brings inherent complexity, and communities need certainty that projects will be delivered despite these challenges. This project continued Bellwether's long-standing collaboration with the City of Moreton Bay, supporting practical, community-focused infrastructure that responds to both technical requirements and local needs — improving safety and accessibility on local roads that underpin connected, growing communities.
