Building Queensland is working in partnership with Sunwater on detailed business cases investigating improvement works to ensure the dam continues to meet best practice standards, including protection from severe weather events, and options to augment and increase water supply in the Burdekin and surrounding areas. Building Queensland sought a robust financial analysis requiring a stringent independent peer review of all financial analysis assumptions, methodology and outputs, and resolve any issues to ensure a transparent analysis.

What we delivered

The key tasks associated, are:

Review the methodology, assumptions and approach adopted to develop the cost estimates (including risk aspects) program schedules for the Proposal
Work collaboratively with the Building Queensland team, Sunwater and the relevant advisor(s) to confirm a revised methodology, assumptions and approach, and to provide guidance and support with its implementation, if required
Review and provide written advice on the cost estimation and construction methodology reports, program schedules, risk information and relevant sections of the detailed business case generated by the relevant advisor(s)

Key outcomes

The business case will consider long term demand for water to determine the extent of any raising required. Bellwether will provide a final report detailing the findings and recommendations of the peer review and prepare documents required for submission of the detailed business case to the Sunwater Board.
