This project was an initiative funded by QLD Health for the upgrade of the internal road network of the Baillie Henderson Hospital in Toowoomba. The project involved isolated pavement reconstruction, kerb works, drainage works, protection and relocation of services and asphaltic concrete overlay.
The project was managed by QLD Health and its representatives and was constructed by Bellwether Contractors.
Bellwether, as the Principal Contractor, implemented the construction phase of the project including the project management, site supervision, construction activities and client liaison. Bellwether’s project management team was also very active in community/stakeholder liaison due to the sensitive nature of the works.
Key challenges for this project were the presence of severely degraded, out-dated, unknown underground services and the scheduling of works causing least disruption to a wide variety of activities present on a large site. Bellwether’s detail orientated approach to programming ensured that the construction works and hospital operations continued unimpeded throughout the life of the project despite narrow roadways and thoroughfares, none of which needed to be closed. This was reinforced by a strong contractor-client relationship ensuring minimal disruptions to the clearly critical nature of the hospital operations.
