This project was an initiative funded by QLD Health for the upgrade of the internal road network of the Toowoomba Base Hospital in Toowoomba. The project involved stabilized pavement rehabilitation, road widening with associated kerb works, drainage works, protection and relocation of services and asphaltic concrete overlay.
The project was managed by QLD Health and its representatives and was constructed by Bellwether Contractors.
As the Principal Contractor, Bellwether implemented the construction phase of the project including the project management, site supervision, construction activities and client liaison. Bellwether’s project management team was also very active in community/stakeholder liaison due to the sensitive nature of the works.
A key challenge for this project was the interface between construction works and hospital activities to ensure minimal disruptions to the clearly critical nature of the hospital operations. Bellwether’s project management team made the decision, post tender award, of setting a goal of maintaining access and egress to all areas whilst still maintaining a safe and productive work site and a very high quality product. This resulted in complex staging and planning, detailed traffic and pedestrian management and working closely with our client to maintain adequate notification periods and at times, unconventional techniques to ensure all persons were informed of the works and had safe and quick access to their relative departments.
