The jointly funded $30 million upgrade, between Torbanlea and Hervey Bay, will upgrade an intersection and floodway along the Torbanlea – Pialba Road (3.2 – 4.2 km, 4.8 – 5.5 km (Beelbi Ck) and 5.5 – 6.2 km). A business case has been produced for the preferred option for the upgrade of three floodways.

In 2017-2019, the Options Analysis and Business Case phases were completed for TMR.

In order to secure the funding associated with this project, additional planning and updated costing needed to be added into the business case. Replace the existing concrete floodway with reinforced concrete culverts to improve flood immunity during wet weather events. Bellwether were requested to perform the additional cost estimating service to update the business case.

Bellwether developed the P50/P90 Cost Estimate as per the TMR Project Cost Estimating Manual 7th Edition including:

Probabilistic Determination of the base estimate to produce a P90

Bellwether Consulting worked collaboratively with the GHD to develop and update the Risk Profile Report together and provided a complete basis of estimate report.
