Supporting Australia’s Next Generation of Energy Infrastructure

Supporting Australia’s Next Generation of Energy Infrastructure

Australia’s energy transition is driving an unprecedented pipeline of transmission and power generation investment, placing greater scrutiny on cost, constructability, and delivery certainty. As projects increase in scale, complexity, and public visibility, early cost confidence has become critical to securing approvals, maintaining stakeholder trust, and enabling informed investment decisions. Bellwether Consulting continues to support clients delivering some of the country’s most significant energy and transmission infrastructure projects, bringing independent, delivery-focused insight to complex capital programs.

In our August 2025 newsletter, we shared details of the work we are undertaking for VicGrid, supporting the planning and development of Victoria’s future transmission network. Since then, our workload has continued to grow, with Bellwether now providing Independent Cost Estimating services to Transgrid for NSW transmission and substation infrastructure, as well as APA Group for upcoming Queensland gas-fired power generation projects, covering the full project scope including E&I, civil, and SMP works.

Our estimating services are supporting clients through key decision points, including business case development, investment approvals, procurement strategy, and market engagement. We work closely with project teams to ensure estimates are transparent, well-structured, and aligned with delivery strategy, providing a clear basis for governance, assurance, and risk-informed decision-making.

We are engaged on both fixed-fee and secondment bases, allowing us to flex our support to suit each client’s governance model and project maturity. Whether embedded within client teams or operating independently, our estimators bring deep sector experience and a strong understanding of how projects are actually delivered on the ground across all disciplines.

At Bellwether, we approach estimating as more than a desktop exercise. Our estimates are informed by constructability, access constraints, staging, market capacity, and delivery risk. This practical lens ensures cost advice reflects real-world conditions, not just theoretical scope, and provides clients with greater confidence as projects progress through business case, approvals, and procurement phases.

With experience across transmission and power generation infrastructure, Bellwether Consulting helps clients make informed, practical decisions early. Our focus remains the same: reducing uncertainty, strengthening cost confidence, and supporting the successful delivery of critical energy infrastructure that underpins Australia’s energy transition.
