Our History
The founders collectively brought extensive experience in major contracting
and large-scale infrastructure development. They set out to address a
concerning trend in the civil construction industry: the declining proficiency in
strong construction planning and robust commercial acumen.

Stephen Ladds
Managing Director
Stephen Ladds leads Bellwether Group’s nationwide operations with more than 20 years of experience in civil construction. Having worked on projects valued up to $1.5 billion, Stephen brings a wealth of expertise in engineering design, construction management, and consulting. Known for his strategic vision and leadership, Stephen excels in project development, construction planning, and project management across major infrastructure, water, and transportation projects, positioning Bellwether as a trusted partner for large-scale ventures.
Ben Sawtell
Managing Director
Ben Sawtell leads Bellwether Group’s construction implementation for all major client-side projects. With more than 15 years of experience in construction management, his leadership and expertise have seen him directly manage large construction projects ranging from $2 million to $3 billion, including joint ventures. He has extensive expertise in the development of effective construction processes, project controls and project integration. Ben specialises in Project Controls and Project Management for complex construction projects.
