The Department of Transport and Main Roads (TMR) are delivering the Smithfield Bypass which provides vital infrastructure for the northern beaches of Cairns and meets the strategic transport needs of the area into the future. The new road will deliver a safer, more efficient travel route for motorists and industry along this section of the Captain Cook Highway.
TMR has awarded a design and construct contract to the Highway Construction / Albem Operations Joint Venture and required an experienced consultant to facilitate and lead the health and safety in design workshops for the project during the concept and detailed design stages.
Bellwether collaborated with all project participants to plan and develop an effective agenda and process for multiple safety in design workshops required as part of the detailed design.
The Bellwether team facilitated three workshops with TMR, the design and construction teams, and key project stakeholders. Given Bellwether’s experience in delivering projects in complex urban environments, the team was able to bring the perspective of all stakeholders to the table to ensure the best safety outcome for the client, the project and the community during all project lifecycle phases from construction, through operation and maintenance, to demolition.
One of the workshops was conducted remotely with personnel attending via video link from both Brisbane and Cairns. Bellwether provided facilitators at both locations to ensure collaboration, participation and engagement between attendees.
The findings and outcomes of each workshop were summarised into a consolidated report supported by a detailed safety in design risk register.
This safety in design workshops and reporting helped inform the client, designer, and contractor of the risks and agreed mitigation strategies to be adopted and allowed actions to be tracked as the design progressed. The report and register will also enable the future operations and maintenance personnel to understand the provisions that have been made to ensure their safety.
