Central Highlands Regional Council required contractors to carry out rehabilitation works at Springsure landfill that complied with Environmental Authority EPPR00677213 (EA) conditions.

The project is located on Dump Road, approximately 2.4km west of Springsure, off the Dawson Developmental Road.

The project work included landfill rehabilitation activities, construction of a new access road and gravel hardstands for Central Highlands Regional Council (CHRC).

This project generally involved the following scope of works:

Preliminaries (contract considerations and procurement)
Management plans and documentation
Site establishment, erosion controls and setup of site facilities
Excavation, investigation and reporting of test pits
Widening and lengthening of existing sediment ponds
Clearing, grubbing and stripping of existing surface
Preparation of existing landfill for capping

What we delivered

Scope of works for rehabilitation works included but were not limited to the following:

Test pitting.
Capped identified areas with at least 500 mm compacted clean earth as per EA condition.
Prepared capping layer subgrade by wetting and compaction.
Provided survey report of the compacted subgrade landform in 20 m grid.
Provided clean earth material for capping which requires testing and approval by the Principal.
Installed at least 200 mm of topsoil and green waste mulch for the growth of vegetation.
Provided required topsoil and mulch.
Provided suitable seedbed and fertilisers for germination.
Established vegetation in topsoil to prevent ponding of stormwater and minimise erosion.
Widened existing sediment ponds
Built 4 m wide approx. 40 m long weather access road
Constructed 4 gravel hard stand areas for the storage of concrete, green waste, mulch and scrap material.
Provided survey report of the final landform profile in 20 m grid.

Key outcomes

The project was delivered on time with nil non conformances. Access was maintained at all times for this operational site and the works completed allowed CHRC to meet environmental compliance.

This is the second waste management/Landfill Rehabilitation project Central Highlands Regional Council have engaged Bellwether and achieved successful project outcomes.
