This project included the upgrade of Lytton Road (a part of the Wynnum Road corridor) between Latrobe Street and Canning Bridge to improve safety and increase capacity to cater for future traffic growth. Wynnum Road is a strategic link in Brisbane’s road network and provides a connection to the Clem7 tunnel as well as an important link for commuters between the eastern suburbs of Brisbane and Fortitude Valley, and the CBD.
It also links with the southern suburbs of Brisbane via Wellington Road and Latrobe Street and the northern suburbs of Brisbane via the Story Bridge. Currently, high levels of congestion are resulting in delays and unreliable travel times for all road users. Working with SMEC, Brisbane City Council required a qualified, independent construction consultant to review the constructability of the project and provide a first principles cost estimate.
The Bellwether team undertook a detailed constructability analysis to identify construction staging, program and likely utility conflicts. The Bellwether team compiled a first principles cost estimate for budgetary purposes.
Post contractors submitting tenders, Bellwether was also involved in an independent review of the contractors’ construction program, staging and methodology for evaluation purposes.
Working closely with Brisbane City Council, the Bellwether team provided detailed cost estimate and construction staging information as well as program comparison and compliance advice to assist evaluators reviewing the construction tenders.
Bellwether’s detailed and concise approach to reporting enabled the client to make more informed decisions about the potential proponents.
