This project involved the construction of three waste transfer facilities at existing operational landfill sites across the across the Darling Downs region in Queensland (approximately 140km west of Brisbane).

Toowoomba Regional Council (TRC) required a Principal Contractor to plan and manage the construction of three tier-5 waste transfer facilities spread across the TRC footprint, located at Cecil Plains, Evergreen and Cooyar. The client needed an experienced and competent contractor to plan and deliver this multi-disciplinary project.

What we delivered

Acting as Principal Contractor, the Bellwether team managed the safe and efficient planning and construction delivery of the three waste transfer facilities.

One of the key challenges of this project included managing three active work sites located approximately 90km apart and 60-85km from the nearest major regional centre, Toowoomba.

The works included external roadworks to upgrade the access to the new facilities (under TMR specifications), bulk earthworks including treatment and disposal of existing contaminated fill containing asbestos and other landfill waste like tiles and stormwater works.

Works also included construction of concrete, asphalt and granular pavements, electrical, hydraulic, drainage and sewer reticulation and the construction of new structural steel residual waste transfer buildings at each site. This work extended to the design and construction of new storeroom and amenities buildings at each site, landscaping and irrigation on works, fencing and signage and all associated ancillary works.

Based on a strong track record delivering similar projects, the Bellwether team appropriately and successfully managed the environmental considerations of each project, including sediment and erosion control, and disposal of contaminated spoil materials containing asbestos and landfill waste.

The construction of these facilities signals the successful start of Council’s Waste Management Strategy that identified some of the region’s landfills are near capacity and the need to take proactive steps to deliver better services, save on costs and provide more environmentally friendly waste disposal options.

Key outcomes

Bellwether’s considered approach to construction planning and management, combined with the team’s proactive approach to community engagement and communication ensured the three waste transfer facilities were delivered on time, to budget and to a high standard.

Despite the challenges that presented on this geographically complex project, the Bellwether team successfully managed a multi-disciplinary team and ensured the safety of project staff and the community was top of mind at all times.

Key to the success of this project was the use of a central, integrated, single source of truth, project controls system that was used by the construction team, as well as the client. This ensured decisions could be made in a timely manner and all team members were kept informed as changes were made. To ensure the smooth running of the three projects concurrently, the Bellwether team also applied a staged approach to construction delivery to minimise mobilisation costs and improve efficiency.
