The Carmichael Coal Mine and Rail Project is an open-cut and underground coal mine with a yield of 60 million tonnes per annum and a 189-kilometre railway line. The mine is in the Galilee Basin, 160 km north-west of Clermont. The railway line runs from the mine to Moranbah, where it will join the existing Goonyella rail system, connecting to coal terminals at the Port of Hay Point (Dudgeon Point expansion) and the Port of Abbot Point.
The client has a ministerial obligation to engage an independent verifier to review the scope of activities within the schedule and provide comment on whether they adequately represent the scope of works to be carried out by the Project. This also includes reviewing whether the activities within the schedule are achievable and realistic in terms of common practice with regional Queensland and whether the methodology is acceptable.
Bellwether delivered a detailed verification report that provided commentary on the compliance and suitability of the proponent’s program and quantities. This report gave the client confidence and certainty to proceed with the project.
Bellwether’s detailed report gave the client a comprehensive review of the complicated schedule of works to understand the full extent of the project and timeframes. This gave the client certainty to proceed with the project as per the agreed cost estimates and timeframes. Bellwether was also able to give the client insight into things to consider as the project progressed. The Bellwether team is now supporting the client with the next stage of works.
