Logan City Council (LCC) engaged Cardno to undertake options analysis on a variety of road upgrade options to Springfield Greenbank Arterial, Goodna Road, Middle Road, New Beith Road, Old Greenbank Road, Stoney Camp Road and Teviot Road. These roads and the interchanges between form the Greenbank Transport Corridor which is anticipated to experience significant growth over the next 40 years.
The options analysis that LCC have engaged Cardno to complete will ultimately determine a single major road alignment through this corridor to be developed over the coming years. To date Cardno have prepared a long list of upgrade options across three zones. LCC reduced these options to 2 per zone. Bellwether were engaged to provide optioneering cost estimates for the project.
Cardno required a cost estimate for each of the preliminary designs.
Bellwether were also required to provide a Basis of Estimate Report that that identifies the logic, data, methodology and calculations used to estimate the resources required to perform the above.
Category 2 cost estimates were prepared for each option in each zone (6 in total) in the LCC standard estimating tool using current relevant industry rates.
Bellwether summarised all six estimates in a Basis of Estimate Report that identified the logic, data, methodology and calculations used to estimate the resources required to complete the works for each option.
Bellwethers Report was used as part of the options analysis to determine the ultimate road upgrade options.
