The Australian and NSW governments are jointly funding the $4.36 billion Woolgoolga to Ballina Pacific Highway upgrade. Roads and Maritime Services Pacific Highway Project Office and Pacific Complete are working together to deliver the 155-kilometer upgrade. BMD Constructions were awarded Pacific Highway Upgrade Woolgoolga to Ballina ‐ Section 6 which was the final main civil work contract for the Woolgoolga to Ballina Pacific Highway upgrade on the north coast of New South Wales. This involved upgrading a 14.9-kilometer section of the Pacific Highway to dual carriageway between Iluka Road and Devils Pulpit.
The project now complete, had several outstanding claims currently being resolved through the Dispute Avoidance Board (DAB). As a result, Bellwether were engaged to revise the tendered cost estimate, submitted at time of tender, into a what we know now (WWKN) estimate of costs that include the Direct and Indirect job costs associated with the Consolidated Claim.
The Consolidated Claim related to eight separate but inter-related work elements within the construction of the road embankment. These eight issues relating to the work elements were as follows:
Bellwether Consulting provided a current expert estimation file that included all the direct and indirect job costs relating to the above claim. This estimate was then able to be provided to the DAB to support the BMD claim and assist in substantiating the additional direct job costs, changed productivities and program delays.
Bellwether delivered a baseline estimate that substantiated the BMD claim value to a certain extent and as an independent estimator service we provided a value for money resource solution at a time when BMD did not have any available resources internally.
