The South Burnett Regional Council (SBRC) is a local government area situated approximately two hours’ drive northwest of Brisbane in Queensland, Australia.
SBRC has developed and is implementing a capital works plan to deliver circa $30 million of infrastructure across 100 projects during the 2020-2021 financial year. The majority of these projects will be self-performed by SBRC and encompass civil works as well as water and waste projects.
The need to responsibly plan and manage public resources is paramount across all levels of government.
SBRC engaged Bellwether to provide support in the tracking and management of project schedules and costs across the capital works program.
Bellwether developed a multi-phased approach to progressively develop solutions. Bellwether initially worked with Council to identify the problems and issues. This included reviewing the Council’s existing systems, processes, and procedures to develop a gap analysis, and working with Council to undertake a needs analysis to establish the areas that would need to be addressed.
Following this initial information gathering phase, Bellwether then worked with Council to establish system requirements and investigate potential existing solutions which could utilise Council’s current financial and IT systems, processes, and software licenses.
Bellwether identified a cost-effective solution using a combination of Council’s existing software licenses for Microsoft Project, Microsoft Office suite and accounting system. This enabled the early implementation of project schedule and cost controls and visibility to meet Council’s immediate needs, whilst also allowing a more advanced web-based dashboard and portal to be developed in parallel.
